I understand that why I could not put attachment

because the route to the pic contain chinese characters,so this forum failed to find the pics, then I put the pic to another folder which is english...

It works

With IE7 use refresh to see upload

I have reset the attachment feature to enable files of up to 1.2 MB to be uploaded. You should be able to upload images now.

BTW have you changed your browser or other settings e.g. using new software firewall? The upload works with IE 6, I .have not tested IE 7.
